Good Participative Governance of The Territorial Municipality And External Public Communication: What Relationship?

Good governance has aroused keen interest in the political, economic and social spheres in recent years. In addition, the events in the world today and the crises in several countries clearly show us the importance of this issue, which has become a question of concern to the whole world. Public communication is a primary means of good local governance. It contributes to improving the quality of the public service provided to citizens by strengthening the efficiency, transparency and consistency of public policies.
This article aims to highlight this relationship between public communication and good governance. Thus, our mixed methodology is based on a quantitative survey carried out on two samples; a sample of 250 citizens living in the urban municipality of Sidi Ifni and 10 associations active in the same municipality. We use two different sampling methods: empirical sampling for citizens and simple random sampling for associations. Data collection was based primarily on the questionnaire and additional information was obtained through direct interviews with the heads of department of the municipality and the associations’ presidents. For the data analysis, three methods were carried out, first, the univariate analysis, then, the multivariate analysis and finally the factorial correspondence analysis.
The main results of this article is that the local population and social associations in the urban municipality are not well informed about the territorial municipality’s activities. In addition, we confirmed that the satisfaction of the local population with the governance of their rulers is dependent on their concerted action in making strategic decisions, among other things, participative management of local budget and the development of the municipal development plan.
