Good Participative Governance of The Territorial Municipality And External Public Communication: What Relationship?

Abstract

Good governance has aroused keen interest in the political, economic and social spheres in recent years. In addition, the events in the world today and the crises in several countries clearly show us the importance of this issue, which has become a question of concern to the whole world. Public communication is a primary means of good local governance. It contributes to improving the quality of the public service provided to citizens by strengthening the efficiency, transparency and consistency of public policies.

This article aims to highlight this relationship between public communication and good governance. Thus, our mixed methodology is based on a quantitative survey carried out on two samples; a sample of 250 citizens living in the urban municipality of Sidi Ifni and 10 associations active in the same municipality. We use two different sampling methods: empirical sampling for citizens and simple random sampling for associations. Data collection was based primarily on the questionnaire and additional information was obtained through direct interviews with the heads of department of the municipality and the associations’ presidents. For the data analysis, three methods were carried out, first, the univariate analysis, then, the multivariate analysis and finally the factorial correspondence analysis.

The main results of this article is that the local population and social associations in the urban municipality are not well informed about the territorial municipality’s activities. In addition, we confirmed that the satisfaction of the local population with the governance of their rulers is dependent on their concerted action in making strategic decisions, among other things, participative management of local budget and the development of the municipal development plan.

Rachid EL BETTIOUI, born in 1980 in Morocco. Holder of a national doctorate in economic sciences and management at the Hassan II University of Casablanca. Holder of Master in Applied Economics and a Master in Organizational Communication at Ibn Zohr University in Agadir. Holder of a bachelor in management science and a bachelor in English. Holder of a diploma in application engineering in telecommunications from the Royal School of Transmissions. Currently Director of the Specialized Institute of Applied Technology and President of the Center for Research, Studies, Training and Development "CREFD" in Morocco. Consultant in data analysis methods applied in management. University lecturer in management. Former Project Manager with the international company Nielsen (Market research) and with the organization Zakoura Education. Former Head of Communication with the United Nations in Africa (between 2002 and 2006). Author of several articles in economics and management and Communication.
